Hi. I can highly recommend aviationexam.com. I just did my CPL theory exams and I believe that this questionbank really helped me to pass all subjects on first try (but I still had to study hard though ). It comes with explanation for every single question (ariound 8500 for CPL I think). I don`t know how much does it cost (got on-line access as part of whole CPL distance course package).
As for the books. I would recommend Professional Helicopter Pilot Studies by Phil Croucher. Fairly thick book but covers whole ATPL/H theory syllabus. It seems to be writen not just pass the exams (without useless BS around like the ones that I have seen in some other books) but is also full of really good advices from commercial flying environment.
Another briliant book is Cyclic & Collective from Shawn Coyle. Is focused more on helicopter flying.
I have found the Oxford publications very helpful. Have a look at the ATPL Navigation book, it's clear and well explained.
The ATPL on line is also handy to test yourself once you have attained the knowledge
