The CAA is the UK regulatory authority, but as a member of the JAA you end up with a JAA IR (as opposed to a CAA one).
Established operators providing IR's are
Bristows at Norwich or Florida
Helicopter Services at Wycombe (who have good links with CHC)
Specialist Aviation Services
Tiger at Shobdon
Severn at Gloucester
Very approximate initial multi engine IR course costs would be in the region of £30,000 and that woudl be a minimum of 35 hours in a sim and a min of 10 hours in the actual aircraft. You'll also have to consider the initial twin type rating, if you don't already have it, which is a minimum of 8 hours training plus test (budget on £10,000), and you'll have to budget for your actual IR skills test with the CAA examiner (flying, approach fees, and CAA admin fees).
Best option is a web search on the companies listed and a quick email to get their latest prices.
