I heard a rumor that from 2009 all JAA FI HAD to have there ATPL theory completed.
So would meen FAA instructors could not teach JAA students without the ATPL theory done 1st.
I've had a look on the Internet but I can't find anything.

I don't think there is any basis to your rumour. A CPL can be used to gain an instructor rating, there are no plans I am aware of to make the ATPL a requirement. The ATPL is after all geared towards the larger multi crew helicopters. Mike
